Citadel is a board game for two players. One player is the villain and the other player controls the heroes. The villain fills the tower with monsters, traps, and doorways which are concealed from the heroes by flipping the counters over. The doorways are numbered and connect the six levels of the tower, each which has its own 8.5"x11" board.

The villain must also hide a talisman counter in the tower. The villain's opponent has sixteen heroes at his disposal. His objective is to find the talisman and escape from the tower with it. 25mm miniatures can be used in place of the counters representing monsters and heroes. The rules for combat are simple, but more elaborate rules can be substituted: Gladiators, also by Fantasy Games Unlimited, is suggested.
