I want to say it was used in Dungeon magazine...  I'll probably be reboxing my Dungeons this weekend (since I got the last 2 I need to complete my print run), so I'll have to dig through.  I also have a little voice telling me it was used in a Forgotten Realms product, but I can't be sure.

I would agree that it was probably from a Dungeon magazine adventure.  I think it was a depiction of a scene from an adventure in which the building in the background was burnt to the ground during a skirmish between the PCs and some local militia during an attempted ambush.  The locals were not amused if I recollect.  I could be wrong -- maybe this will jog someone else's memory.  Wish I could tell you what it was in specifically!
