However, there is no indication as to the card count or distribution of card types.  Does anyone know how many cards a complete set should have?  Are there variations in the cards?

Nothing like revisiting a topic after 5 years!

Anyhoo, I was looking at the sample scans for the cards.  In the same column as STR/INT/WIS etc. Is a seventh stat, GAM.

Can anyone tell me what the heck a GAM is?

It's used in some products with the Judges Guild Universal System that I could find, but it has to be much earlier in D&D history.

It is Gambling, but I can't remember whick JG product it was introduced in.

Through some googlefu someone mentions it is in CSIO and Ready Ref Sheets.  Don't have mine handy to check.

I'm not finding it in Ready Ref Sheets.  Gambling doesn't appear on the table of contents or the index.

I asked about this is a 2010 thread about the cards, without answer. Good to see it revisited.

I don't see it as part of the Universal System - did it become Luck (LCK)?

The Chronicle Cards were published in 1977 (Item Code 36), so that's pretty early in JG printing history. That's up through Booklet M, Journal M (issue 4), Installment M (Modron), City State, Ready Ref Sheets, Tegel Manor, not much else.
