I'm no GW/Citadel expert, but here's my 2 pence:
The older minis like the example you posted tend to do better than average, from what I've seen. Of course, the market is a little soft these days (I just sold three Marauder humans for .99 each), but that's nothing new.
It seems like most of the non-WHFB minis are more sought after than the various armies out there. Perhaps there were smaller production runs that helps in that regards?
Quality-wise,
GW minis are great
IMO. Some of the early Citadel pre-slotta sculpts have thin bases and bits that tend to bend/break a bit easier than other makes, but then again so did some lines from other brands as well.
As far as the notion that collectors value RP, Grenadier, etc more than GW/Citadel, that is somewhat true. I think there is an anti-slotta bias for some reason - personally, I'm more interested in the mini itself than the base. I typically glue most of my minis to a plastic base anyhow, because I like to have a nice, stable base that I can build up and add detail to as needed.
Also, there are probably more collectors interested in D&D/AD&D minis than WH, Bloodbowl, etc. I have nothing to back that up, just a general impression. Maybe it's the other way around in the UK?
But that's fine by me, because I've been able to pick up some of the Citadel official D&D/AD&D PC minis real cheap (like a buck each). Now the Citadel D&D/AD&D monsters can do very well:
