If they had the facility, they would also not be shipping out Towers in an unshrunk box to this day. So I'd say shrinkwrap was put on at the whim of whatever reseller was passing them on. You can get shrinkwrapped OCEs and 1st print DMGs at T&T, so I think the shrinkwrap thing is a nice little newbie hook for ebay, and that's about it.
