I've seen a few copies of Basic Roleplaying by Chaosium and I think they generally sell for under $10 on Ebay.  Is this version significantly bigger or hardcover or is that just the retail cost of books these days?

This is a pre-release of the next version of the BRP system.
The release deadline has slipped several times and many Chaosium ...ahem...cultists  :P  have been clamoring for a copy.
Chaosium decided to satisfy that market by printing up a bunch of the proof copies and selling them on their website before the final release version of the next BRP publication.

It's a 380-page complete rewrite/major expansion, incorporating bits from all the previous BRP-based systems that Chaosium has released.

In contrast, previous ones were 16-page booklets, designed to give an introduction to the system but not really usable without a lot of other material.
