If a reseller has to spend $20-30 to stock an item they aren't going to sell it for that amount, they are going to shoot for $40 and wait for the customer who has no patience for auctions. Now if there are resellers who continually have PHBs for $20 -$30 at bin prices, then it may be a very long wait to sell one at $40
