First Class Mail would be $5 for all 3 sets but he won't ship by this method and $17 is a bit more than I want to spend.

They may even still be available directly from Gamescience, has anyone tried calling Lou and finding out?

Not eBay, but Chaosium seems to have some shopworn copies of Complete Masks and the second edition of Escape from Innsmouth in stock. (Good if you just want playing copies. My experiences with their shopworn stuff has generally been pretty positive):
