I'm not sure if they're still being made, but Asian-produced toys are a funny thing.  Molds get imitated, stolen, sold, and "rediscovered" at an amazing rate.  In fact in some fields I collect (Micronauts, for example), you'll find a legal toy and an illegal one produced at the same time, in two different countries, and they're exactly the same.

So keep an eye out!  They may still be made.  If you needed an excuse to hit ToysRUs, KayBee, or the local supermarket toy aisle, this is it.

These things, and I mean all of them, pop up on Ebay all the time.  They are just as common as the Monster Cards sets and they are both less interesting(IMO) and less useful.

The Series 1 stuff, with the purple card banners, are very common, yes.  The Series II tranfers, with the red card banner, are MUCH more rare, and finding all 4 in a single auction is worth a premium.

The second series is harder to find than the first but I don't think any of them are rare.  Various packages come up at least every few months.  Although often enough the seller wants too much for them.

Probably for the exact same reason that people put things in the "Interesting Non-TSR Items on Ebay" thread like Boot Hill, Gamma World, Star Frontiers, etc.  Which is exactly.......ummm wait a sec...ummm...I don't know either.
