I vaguely remember this one, it was one of those shared world anthologies, like the Asprin's Thieve's World Sanctuary stuff.

"The Fleet" was just a sci fi spin on that literary framework/concept.  If I recall correctly, Larry Niven's Kzinti were invited to the party.  

As far as this being "within Gygax works"  I'm not sure I'd go that far, he was just one of the contributing authors, and these came out pretty contemperaneously with Gygax own run at being a fiction author.

There were two books in this series with Gygax stories in them; all of the relevant details can be found in the ISFDB entries:

The Fleet (1988): Publication: The Fleet with Gygax's "Pay Tribute to the Fleet"
Breakthrough (1989): Title: Battle Off Dead Star 31 with Gygax's "Battle off Dead Star 31"

I remember seeing one of these in Waldenbooks at the time, but I've never read either of them.

Gygax did a few other short stories in anthologies in the 1990s, which he listed here:

They're little throwaway toys of the time. There were places you could scoop a bag full of them and pay whatever it was. For Halloween or a Birthday party. Tourist-y places had them in a small plastic ball, and then in a gumball type of machine. Whatever Zocchi charged for a pack of that crap, he was making almost all profit on it!

That era Gamescience stuff seems to be really on the rise also.

It is really unbelievable how much a shipping constraint (in this case this is a UK-only auction) can affect the final price... In recent US auctions i saw this game going for five times the starting price here (which has not even one bid!):
