These look like Heroscape figs for the most part with flock (if that is the right word)  on the base

Its always tough to price when they don't come up often.  5 years ago those prices would be very close - today probably high but out of the 3 available this one is the cheapest and that sometimes goes a long way on Ebay (regardless of price).

Heroscape... or maybe Mage-Knight (who's dragons also had the double bases)

Gaming coupons are an idea they used in Knights of the Dinner Table. Player's and DM's would have coupons that they could present during the game that allowed various penalties and benefits. It was hilarious in the comic and an interesting gaming idea that they explored with their published Hackmaster campaign.

The game coupons are pretty rare, especially intact and in that condition.  With the art, it's one of a kind.
