The artist is Jim Pavelec. This image is the cover of Goodman Games Monte Cook Presents: Iron Heroes - Song of the Blade.

I am really loving Jim's stuff for Goodman Games DCC modules (yet to be released).  They'll get me to buy the product on cover art alone.
