Is this an Ebay policy?  It never used to be but I haven't kept up with Ebay policy changes.  This was always a lame-a$$ seller's choice to discourage buyers from returning items when sellers make mistakes.

I'm not sure it's an across-the-board eBay policy so much as their stock response when dealing with a valid "item not as described" complaint. Every time (two or three times tops) I've filed one and the resolution was in my favor, I've been required to send the items back to the seller at my cost.

The seller has the option of choosing "return shipping paid by buyer" or "return shipping paid by seller." I list the former on my auctions, but include an addendum, stating that if the return is due to an error on my part, I'll pay for all shipping costs.

Interesting update on the fraudfocker... Ebay has apparently sided with me, as they've sent me a paid shipping label to return the item!  The other guy was SO wrong that ebay will eat the return shipping.  I don't think I've seen that before.

I'm surprised, but not shocked. The seller saying, "Go complain to eBay," is basically an on the record admission that it was his mistake and he just doesn't give a damn. They're probably hitting him (or more likely, his PayPal account) up for the return shipping cost.
