What is the story behind these? Are they two seperate Swords & Sorcery or Did Necromancer control both but only publish some as Nercromancer?

I kinda wondered what  the deal was with this too.  I figured it probably just that White Wolf had the means to publish books.

As far as I know, they were separate companies. Sword & Sorcery Studios was White Wolf's venture into de d20 business, which also served as publisher for a number of smaller companies (such as Monte Cook's Malhavoc Press), among which was Necromancer Games. Later on Necromancer had other companies publish their products: Troll Lord Games and Kenzer & Co. I'm not sure if they published any product on their own, though.

Yes, Dimitri has it right. S&S Studios was a White Wolf publishing venture for the d20 world when Wizards released the Open Gaming License (OGL) and allowed other publishers to use Open Conntent in publishing game products.  Before there was a Necromancer Games, or about the time it was launched, the Necromancer principals Bill Webb and Clark Peterson worked on the first S&SS monster book, Creature Collection, that was released in 2000 and beat Wizards to the punch. The official D&D 3.0 Monster Manual was released about six months after Creature Collection had been released.

Necromancer Games also had a book published by a small company called TableTop Adventures. The book, the Mother of All Treasure Tables, was distributed by Kenzer & Co.  It's a neat book, in the vein of the other "Mother of" book that Necromancer did, the Mother of All Encounter Tables.  

Here's the blurb about the Mother of All Treasure Tables (for any that are interested):
