It is a D&D variant. Originally appeared in issues 40 & 42 of Alarums & Excursions and issues #34 & 36 of The Wild Hunt.

#40 of of Alarums & Excursions has a two page article by Sapienza named  "A Revision of TSR's Cure System".

It seems very similar, are you sure the content is the same as in DF #3 or maybe this was just a preliminary draft?
