While probably all of us consider this unethical or immoral, I am not sure it's illegal. And since eBay is getting its cut, they aren't going to be quick to shut this down. There aren't a lot of good options except to keep pointing it out. Someone with time to kill and money to waste could sell these POD items at cost reducing these seller's profits.
