There seem to be a couple of sellers that just keep putting up the same stuff. One example is the Insta character thingy.
Anyway, my question is about this one :

This guy puts up the exact same auction with the exact same picture every week. What's the deal?! Smells dodgy to me.

The auctions are probably legitimate. Several years back someone got a hold of tons of these items and they have been selling them as a bundle or parted out since then. For a while they were getting pretty decent money but most ebayers are wise to these items by now. Most of them are pretty much worthless unless you are trying to fill some holes in your collection.

he actually wrote it, has a lot of old unsold stock when it was published...
