If you click on the "Account" tab in My Ebay, there is a long list of links on the left hand side.  Under the "My Account" tab, there is a link that to "Site Preferences".  

If you click on that link, it will take you to another page which brings up a list of different things under "Selling preferences".  The 8th selection down is "Buyer Requirements" and a small link that says "Show".  If you click the "Show" button, it will open up more information including an additional link that says "Edit".  

If you click on 'Edit", it will take you to yet another page.  The first thing that you should see on that page under Buyer Requirements is this:

"To allow specific eBay members to bid on or purchase your items regardless of any requirement(s) you select, add them to your buyer requirements exemption list"

Of which the " buyer requirements exemption list" is another hot link.  

Click on that link and it will take you to a page called "Buyer/Bidder Management" under which the first section says "Blocked Bidder/Buyer List".  When you click on that hotlink, it takes you to a final page where there is  an open box for you to put in the buyer(s) names that you want to be permanently blocked from ever bidding on your auctions.

It sounds more complicated than it is, but once you get into My Ebay, you shouldn't have any issues doing it. :)

With all that said, you can always just f**k him and refuse to sell it to him.  

He'll run through his normal little kitty hissy fit that we've seen hundreds of times now, spamming you with numerous incoherent emails, threatening to get you kicked off of Ebay trying to bully you into the sale.   After that doesn't work, he will then leave you a Neg(it's almost like a badge of a good Ebayer these days) and file a NPS against you, to which Ebay will warn you against doing it in the future, but nothing else.

In the end, you'll be out a few bucks for the Ebay fees, you'll have a Neg(joining a long list of fine Ebayers who had the misfortune of having to deal with Cougar) and you'll have a warning from Ebay, but that's it.

You need to have blocked everyone we've ever talked about on the Shady Dealer list...including nuts like Scubabri420, etc.  Selling to guys like this is worse than just tearing your item up and flushing it down the toilet...I'm not joking. It's basically like turning off your anti-virus filter and surfing the net if you don't block certain bidders....

Ebay does make it hard to find the blocked buyer/bidder list, but that's because they don't give a damn. They make money whether you get fucked over or not.

BClarkie's advice is pretty good.  You may be one of the few that doesn't get stung...I notice he only left three negs last month, and only had a couple left for him, maybe he's mellowing....but Coug is nothing if unpredictable.  The sale may go through fine, or you may get a chargeback in a couple months.  Chances are it'll be ok, but you never know.  He reads this pages religiously and may just screw you over for a laugh now that he's seen you post; or he may pay quickly and give you great feedback just to "stick it" to all of us.

That sucks.  I was watching that auction and had to pass (due to my own problem seller issues...argh!).  Good to know how to block people though (got that taken care of now) in the end.

This was my second listing of this Box Set and his bid was the only one.
I suppose he will re-list it in his store for $150 or more and will probably get it too.

After the low final bid ($89) during the first listing, I would not have even relisted it the second time, if I did not need the money for the NTRPGCON in June.  :(
I honestly did not want to see it go for that much. :cry:

However, if I had thought ONE DOLLAR more was all that it would go for this time, I would have simply offered it to the highest bidder last time.

First let me state that I truly do appreciate all your concerns for me in this case.

Why would I do that?

He (cougar) purchased that listing farily by being the ONLY one who bid on it.
There were over 25 watchers, from almost 100 visits to the listing, but only the one bidder.

I have dealt with him many times (always before as a buyer) in the distant past (LONG before this thread came into being).
And while all those purchases were several years ago, I have NEVER been messed over by him.
Not even once.

I have also dealt with other re-sellers on E-Bay who have thousands of transactions with some VERY negative feedback.

One of them being BadMike, and I would trust that guy with everything I own and not have a single moments hesitation doing so.
Even so, he has some VERY negative feedbacks from a few folks on E-Bay too.

Until I get messed over at least once, I tend to ere on the side of trust.

The advice is spot on and the offer keeps you from losing money.  Perfect feedback is over-rated.  A  neg from Coug is a badge of honor.  Do keep us updated.

Just make 100% sure you ship it Priority Mail. That's the only way you can track a package from the US to the UK. Tracking is the only way you can protect yourself if a buyer tries anything fishy through PayPal.

Just be sure you ship to him with full insurance and signature confirmation. Yes it will cost you a little, but he will lose the ability to claim it never arrived.

Be aware that he will try and talk you into shipping by a cheaper means.

Don't fall for it. Ship it as your listing states.

I placed an encoded GPS tracking device inside the package.
The batteries should last 6 months, so until then, I will know within 12 meters where it is at all times. 8)

Well good for him and you.  Nothing like a little heat to make him behave.  Of course, I don't think most people are conviced he's reformed for good.  Time will tell.
