That's a system, originally published by SPI (two editions), then TSR (one edition) after SPI imploded and had its assets bought by TSR.

It was SPI's first serious attempt at a FRPG, and it generally suffers from a number of "SPI-isms" — dry, formal rules presentation, some over-complicated rules, etc. It does have some high points, including the magic system, which was considered state-of-the-art by many (especially when compared to D&D's "fire-and-forget" nonsense).

That's the third edition that's pictured, BTW.

In the DQ (DragonQuest) community, the printing they usually buy is the second printing.

The first printing was three booklets (not digest size) in a box, the second was combined into one (white covered book), and the third was TSR's version (blue book).

The reason the DQ community is after the second edition and not the third is that the third edition was 'cleaned up'. They removed some of the more 'offensive' rules/information in the book (but added other information that wasn't yet published by SPI).

Magic users in the system learn their spells from a particular 'college' (but can branch out later to other 'colleges').

One of the colleges had to do with demon summoning (I beleive it was called The College of Summonings). It was removed from TSR's version (along with other 'offensive' material) but they then added other infomation that was not yet published  by SPI (the College of ege of Rune Magics as an example).

Undoubtedly, it was lying in a car, or on the floor under a window, with a towel or piece of clothing on it.  The exposed parts faded...actually looks kinda cool.
