I am pretty sure that some people do not KNOW they're doing something illegal when they are selling copies of printed material.

Copyright law is not universally aknowledged. So, this work of steadfast information is truly precious.

Ok, I'm not posting this one to report the guy, more for illustration purposes.  Here's an example of copyright violation that doesn't leave quite the same bad taste in your mouth as a guy making 100 PDFs and trying to hawk them for a quick buck:

WoG folios are pretty easy to find. Imo, it's no different than photocopying any of the old books.

He's also including a CD with books on it. :(
