I do believe eBay has strict rules.  However, I also believe that they are understaffed.  

In every email I have sent to eBay it has taken them a consistent 4 -5 days to respond and when they do respond it is written as if it was a stock email which doesn't address the original issue *please send email #5 to that improv guy*  :roll: .  

Take the following email I sent as an example

This is now the fourth email I have had to write to eBay in regard to this matter.

As far as I am concerned you already have both the original email and the headers in the emails I have sent you.  If you can't act on these so be it.  I certainly do not wish to waste anymore of my time on an organisation which appears to be uninterested in supporting its members!  Apart from the fact that it takes eBay between 4 to 5 days to respond to each email.  This is certainly poor service!

It seems that WotC just don't have the manpower to chase these "violators" down everytime they pop up. E-bay has long had a very shaky record in keeping laws enforced, especially when dealing with sellers who dont send products at all--let alone a copied CD of PDF files. My father does alot of business on the internet including E-bay, dealing in COINS. I can tell you some real horror stories about how lame E-bay is in enforcing thier own rules.  Basically, my father is part of an "elite" network of dealers and buyers, and only deal with certain individuals. I have only recently joined this site and now I am sooo glad I have.  I've been burned a few times, but have learned from my mistakes.
            I have recently heard some "funny" stories about coin dealers and buyers who got burned --taking revenge upon crooked sellers! Such as bidding and bidding on bogus auctions on the crooked sellers auctions to ensure others do not get burned as well. Bidding "unbelievablly" high so they win the auction. The officials at e-bay havent done anything about these crooked sellers, so they figure hopefully the crooked sellers will complain about them--and maybe some "justice" will be served in the end against these "Thieving sellers". (I really dont think this is a good idead as it must be illegal bidding without ever having the intentions of paying--so I suggest no one do that against these D&D sellers of counterfiet goods) BUT!!! I did hear of one guy watching the auctions from these crooked sellers and sending emails to anyone who bid on the auctions, telling them that the seller was not to be trusted--now, does anyone know if that is "legal" to do? Could that be considered "defamation of character"? Just my 2 cents,(worth  only 1 cent) I just hate to see people getting ripped off and taken advantage of.
