Reported for copyright violation.  Seller doesn't have distribution rights, even if the PDFs were obtained legally.

Reported him for both keywording and bootlegging....two reports.

What really pisses me off is this guy's coy wording about how, "I'm not sure if you should already own a copy.  If you bid I'll assume you do."

Reported him twice just for that.

Selling 'xeroxed' copies of modules. This word used at least twice in auction. Please report this one.

I reported this as well and ebay sent me a message saying that this listing does not appear to violate their policies.

I guess if 50% of the items aren't copied, you're good to go.  Weird!

Is there any acceptable amount of copying with an old module or magazine? I have boxes of incomplete modules, mostly missing pull out sheets or handouts. Can these missing pieces be copied and included with a module and sold? If so, how many pages? Would copies of covers be allowable?

As long as you sell it through eBay you are allowed to have 99.99% of the material photocopied.

If you hit a Rowsdower, you get to keep it.

I'm not really concerned about what Ebay allows but what people here think is ethical.

Personally, as long as you advertise it as such, I've got no major qualms with the handouts and pull-outs being photocopies.  I'm sure there are people who'd buy them as playing copies.

For some reason, copies of covers just don't strike me as the same thing though... :?

I was being sarcastic.
Ethically, if you own the bulk of a module/book, I see nothing wrong at all with having photocopies of missing pages. Having 3 pages and photocopying 297 would be a stretch.

That would be a way of stretching out a Ghost Tower or Lost TomMcMan, one page of module to 29 pages of photocopy,

Exactly.
I had a DM's copy of Inverness a while back, and it was missing two sheets, both character sheets IIRC. A kindly soul here sent me copies of them. I didn't feel it was inappropriate, and I did make sure that the person that got it knew there were 2 non-original sheets.
I'd say a good rule of thumb might  be if you have 51% or more of the original, you are justified. I believe banks operate the same way with money; if you have more than half of a torn bill, they can replace it.

FYI,

On a quick side note, you can read more about replacing US currency here:

I had to go through the process one time.

Several familiar bidders in that auction.  A tantamount endorsement of the sellers practices I guess.

bonk!
