Maybe I'm doing these violation reports wrong.

This is what I use:
Counterfeits and copyright violations
Other potential Infringements
Offering to electronically send or receive copyright material

Should I be using something different?

Counterfeits and copyright violations
Bootlegs and Counterfeit media
Media on Recordable Formats

Doesn't always work, though. Sometimes the listing comes down asap, other times, it stays for days.

I guess it depends if eBay is asleep or awake. :roll:

Same. I always select "send me a copy" just to let them know I am aware of the item.

It's odd...this guy is not only selling PDF's, but he is selling outdated PDF's.

If I were buying a PDF of the core rule books, I would want 3.5, not the 3.0 books!  (3.0 was the M14 of rule books)
