The "outbox" is a misnomer -- the PM has been delivered, but the recipient hasn't opened it yet, so a copy remains in your outbox until they do.  Since the text of the PM is also in the notification e-mail, it's almost assuredly been read -- just not opened in their actual forum Inbox.  Nothing to worry about.
