The plastic sleaves and the binder would actually cost as much or even more than another copy of the book would. Not to mention all the time and trouble of making the copies and sticking the individual sheets into each seperate plastic sleave. This persons efforts seem too expensive and time consuming when buying another copy of the book from E-Bay or a half price book store would be far easier and far cheaper. If it were an extreamily rare book, then sure, I could see it, but not this one....
