He might have gotten his $2 if he had not been so cute about his description.  If he had just said, straight up, that he had two partial modules that could be useful to someone...he might have gotten somewhere.

Of course, if there is a grade for condition, there must be a grade for the OOPness as well. Slightly OOP, moderately OOP, very OOP, highly OOP, ridiculously OOP...

Look, guys, if you want Dragons in this range, just be at the GenCon Auction late on Sunday. We typically have a couple of dozen of 'em left over, destinated for the trash dumpster, that sellers have simply abandoned rather than cart 'em home.
