hey guys, to those of you who know about these things,

is a complete, mint copy of Tombs of Valla worth $20?

It's worth $100+
IIRC It comes with 5 loose maps folded to fit the book all in a ziplock bag.

You can probably still buy at original cost Tombs of Valla and Notnaidag Robber Headquarters with all the maps from the author John Scott Clegg.  His address in Utah has been posted here before.

I tried emailing and send him a letter a few times and never received a response.  Even tried going through a 3rd party but nothing.

That's too bad, I guess he's moved from that address then.  He was a nice guy and quite willing to sell his old copies of those modules.  I presume he had a box or two full of them at the time.
