He happens to refer to them as 'rare' but at the $25+ asking price I think he has had them for some time. It really seems to be one of the earliest attempts to gather information on RPG's as collectables. Mentzer's involvement could attribute many of the estimated values within the guides to convention auction prices as he was and is deeply involved with con auctions. Later.
